Title: Disaster relief

An interesting question posed by a friend of mine: where in the Constitution is the Federal Government given the authority to respond to natural disasters? Does the JBS have an official stance on this? My guess is that it would either be understood to fall under "general welfare" or "common defense".

As far as I'm concerned natural disasters in a state are a state issue not a federal issue.
